  Good morning Annette and Council

  Have some issues and concerns that need to be addressed.

      *

.  The concrete base for the flagpole has not been removed yet.  If not

removed within the next 30 days, we will have a contractor come in to

remove it and take the Village to small claims court to recover our

costs. The Village was approximately April 27/24 about the property

lines and removal of the flagpole and base.  Since that time the Village

has acknowledged the property lines and had them rechecked.

Hedges growing at the North end of our property on the Village Property.

  The hedges grow just outside of the property line. We have already

asked the Village how they wish to proceed by the Village either pruning

or removing or us doing likewise.  This has been an issue since we

contacted you August 8/24 and nothing has been done.

        3) The road in front of our house (2nd Avenue North)

has been deteriorating at a rapid pace over the past 13 months.  The

  potholes have become so bad that when heavy trucks and school buses go

over the road it is now shaking our house and our neighbors house 207.

  Yesterday we phoned Starland County to enquire about the road believing

it would be their responsibility.  But they informed us that road

belongs to the Village.

  When is the road going to be repaired to a standard that is

acceptable?  Keep in mind that this is a road that is used twice a day

by school buses carrying children.  The road is in a very poor state of

repair at the moment, and I would strongly suggest after this winter

coming up freeze/thaw cycles the road will be in considerably worse

condition.

  Please note we are the only residence in the entire Village of Morrin

who does not have a paved front street in front of their house.  How

does the Village plan to address this and give us the same value for our

tax dollars they give everybody else.

  Also, of note the dirt washing down the road is piling up along the

sidewalk and in places 2-3 inches above the sidewalk we have had to

trench it out, so our property does not flood.

        4) Please explain why the public works employee was

working on COA’s vehicle in the front parking lot of the office on

August 28/24 and August 30/24?  This is not allowed to be happening

this is beyond a sense of entitlement I do believe there are laws that

prevent this sort of activity from happening.

  Please explain why this happened and what council is doing to address

this situation.

        5)  Village development when is the Village going to

ask/demand that all commercial property including but not limited to the

following, the Church on Main Street, The Old Gas Station on Main

Street, Community Hall, The Arena, The Village Office and all the other

businesses on main street and in the Village  that haven’t already had a

Real Property Report  done to be in compliance with the Morrin Land Use

Bylaw as this was a requirement for us so it must be a requirement of

all.

  Please note if you do not ensure that all other businesses are in

compliance with the requirement you demanded from us you will leave us

with no choice but to seek legal counsel.

        6) Please explain why Council has decided to devalue

the Village by selling the Old Library trailer and deck instead of

selling the lot with the trailer to attract another business in the

Village.

  Please explain what another empty lot on Main Street will add any value

to this Village?

  Also following the rules of meetings, you will need to change the

motion made in June of 2024 to sell the Old Library building and lot as

one prior to putting in a motion to separate the building sale and lot

sale.

  Since this is a Village Asset is it open for everybody for rent

currently and what is the rent rate that Nick is paying it certainly

can’t be for free?

  It also seems fairly weird that you’re going to destroy a property with

value, but a condemned house is allowed to stand on its lot for here

with no issue from Council about that.

  Please note that in the next few weeks we will be forwarding you and

Palliser a list of properties that need to be inspected and dealt with.

        7)  The lot that has the RV’s stored on it that is

Village Property.  It was discussed at the August meeting (2024) that it

would be a liability for the Village to charge people for storing their

RVs on the lot but just letting them do it was no liability.

  One this is not correct once you allowed people to store their RV’s

there you are assuming liability.

  Also is this storage available to everyone with an RV in the Village?

Is this advertised to Village residents that they can store their RVs

there?

  And why are all the Village taxpayers paying for a lot that stores on

select few Villages resident’s RV’s?

  Please explain how this is acceptable with taxpayers’ money.

  Why is the lot not up for sale?

  As a Village asset it should be up for sale or storage should be

charged at a market value rate of storage lots.

        8) The sewer dump as discussed at the August meeting

(2024) we agree with the statements made by Nick, but we will further

the statement to this.  In the last two weeks we have watched four RV’s

pull in off the highway, use the sewer dump and leave.

  Simply put the sewer dump is a cost to the Village that adds no value

to the Village or the taxpayers here.

  As this a cost to the village please explain why the village is not

charging for the sewer dump at market value rate?

  If the village is not going to start charging, then the dump should be

closed to stop being a cost to the taxpayers.

As always, we thank you for your letter and will address all your concerns in the following:

  1. Flag Pole base is being investigated; we think it is just a rod.
  2. We are content with the hedge as it is and as it is on our property we have no intention of doing anything to it at this time.
  3. When you purchased your property; the road in front of your house was not paved and was and is in acceptable condition. Roads repairs are done as required. We do not do road repair because a resident would like an upgrade in front of their property.
  4. Our Public works was on his break and simply checking the fuses on the vehicle. He was not using working hours.
  5. Real Property Reports on only required on new developments. The properties you mentioned have already been grandfathered in. The reason you had to get a real property report is because you are attempting to start a new business.
  6. It is of Council opinion that the sale of the library trailer and deck separately from the lot is a good option. We are Council, we make those kinds of decisions. If you have a different opinion that is what is it, your opinion.
  7. RV storage lot was designated for use of the citizens of the Village and we are happy to provide this service, so people don’t have to park on the street and have a place for winter storage. The lot in question has an issue with flooding and Council decided this would be a good use of the property.
  8. As for your issue with the sewer dump, same as above, we provide this service for our citizens and for the public. The sewer dump is operated at no cost to the citizens of Morrin. Again this is Council’s decision.

It seems to Council that since you moved here, you seem to find issue with everything in the
Village. If this is a trend for you; we will be happy to keep answering your concerns.
